The ZZT is one of the "Classic Weapons" featured in Perfect Dark. It's essentially a duplicate of the ZMG (9mm) that appeared in GoldenEye 007, and which is itself based on the IMI Micro-Uzi, chambered in 9mm. Statistically, it's very similar to the CMP150.
As a classic weapon, the ZZT has no secondary function, and there is no in-game description.
The use of the ZZT in single player is unlocked by getting gold medals in the firing range, as with all classic weapons. Alternatively, the All Guns in Solo cheat will also give you all the classic weapons.

This weapon, still using the name ZMG (9mm) from GoldenEye, was available in Area 51: Infiltration at one point during development. Joanna is never seen using it, but picks one up from a dead guard.

The gun's name could be a reference to the rock band ZZ Top, or the game ZZT, released in 1991 by Tim Sweeney of Unreal Game Engine fame
